Oregon Food Service Facility License

Oregon-specific things to watch for

1The county rule. Oregon's core food service laws are statewide, but the licenses and inspections are delegated to individual counties. You cannot pay a flat state fee; you pay whatever your local county has set.
2Plan review bottleneck. You are legally prohibited from starting construction, remodeling, or opening until your county health department fully approves your plan review.
3No statewide sales tax. Oregon has no general sales tax, so you do not need a seller permit or to collect sales tax on the meals you sell.
4Local liquor timelines. Before the OLCC will process your liquor license, you must first secure a formal recommendation from your local city or county government, which can add 30 to 45 days.
5Non-transferable licenses. Oregon food service licenses do not transfer. If you buy an operating restaurant, you must apply for a brand new license and go through the health approval process yourself.

Do I need a food manager certification in Oregon?

Currently it is recommended but optional. Oregon is phasing in a requirement: every restaurant must have at least one Certified Food Protection Manager by January 1, 2029, and a certified manager on-site during all operating hours by January 1, 2031.

No. Oregon eliminated the old 45-day grace period in 2025. Workers must complete the online training and pass the exam to receive a Temporary Service Permit before they can legally mix or serve alcohol.
